Is a polyester bag waterproof?

Not by material name alone. Coatings, seams and closures determine water resistance. Specify the exposure and acceptance test; a coated fabric does not automatically make the complete bag watertight.

What information is needed for a custom bag quote?

Share the bag type, usable dimensions, layer structure, quantity, artwork, delivery destination and target date. Include testing, compliance and packing requirements so quotations cover the same scope.

What are the MOQ and lead time?

MOQ and lead time depend on the product, material, artwork and production schedule. Confirm both against your exact specification; the published capacity figure is not a delivery-time commitment for an individual order.
