Food Packaging Forum Submits Comments on EU Recycling and Recycled Content
Food Packaging Forum reported on 23 September 2026 that it submitted comments on three European Commission PPWR initiatives on 16 September. The submissions concern recycling and recycled content. They are consultation contributions, not newly adopted requirements.

An input to rule development, not a product approval
Keep the organisation’s comments distinct from an adopted rule and from a supplier’s product evidence. This article does not set a required percentage, decide whether a particular carrier falls within a legal category, or certify a packaging material. Ask the party responsible for the destination market to confirm applicable current requirements before making a compliance claim. The purchasing checks below are YUANEN’s advice for defining a specification, not statements attributed to the consultation.
Identify the layer before discussing a percentage
YUANEN’s current beverage delivery proposal specifies a non-woven exterior and aluminum foil interior. Those labels describe the proposed construction; they do not declare recycled content or recyclability. If your brief requires recycled material, identify which component the request applies to. “Non-woven” alone does not establish the polymer or fibre source, and a silver appearance does not establish recycled aluminum. Ask for the exact material reference and the corresponding supplier statement before including the requirement in an order.
Make the claim and its calculation scope traceable
Ask what a stated percentage covers: a named raw material, one layer or the finished carrier. Record the calculation basis and which components are included. If the supplier’s document covers only the exterior material, do not present it as a statement about the whole assembled bag. Keep the material reference, document date, applicable lot or supply period and sample revision together. Where no supporting statement has been provided, leave the recycled-content field unconfirmed rather than entering zero or a marketing estimate.

Confirm contact conditions and packed use separately
A material-source statement does not establish suitability for contact with a specific food, cleaning method or delivery temperature range. For the beverage proposal, describe the actual closed cups and how they interact with the lining and proposed removable textile divider. Confirm the finished sample and whether the divider is included, rather than treating an illustrated cup count as rated capacity. Send both the materials record and the intended packed-use requirements with your enquiry. Material composition, final construction and any performance claims remain subject to supporting documents, the agreed sample and order confirmation.
Sources and scope
Check the cited sources. Product specifications are subject to order confirmation and the agreed sample. This article is not a product test report or a regulatory certification.
